H&M Ginza Namiki Dori Store to Open on May 11

The H&M Ginza Namiki-dori store opened along Namiki-dori Avenue in Ginza 2-chome, with a sales floor area of approximately 1,300 square meters, consisting of three floors from the first to the third floor. The interior will be specially designed with a different color theme for each floor, and will also feature a coffee shop inside the store for the first time in Japan. In addition to women's and men's wear, the store will also offer H&M HOME for the first time in a physical store, providing a special experience that sets it apart from conventional stores.

The coffee shop will sell organic coffee made from environmentally and socially conscious coffee beans that have acquired international fair trade certification (Note 1) and organic JAS certification (Note 2), as well as various flavors of café latte, tea, and other drinks. In addition, vegan cookies made entirely from plant-based ingredients will be sold by "ovgo Baker," the first restaurant brand in Japan to obtain B Corp certification (Note 3).

Note 1: Fair trade is an initiative to support the independence of producers in developing countries who are engaged in environmentally friendly agriculture and improved working conditions through continuous trade at a fair price. By choosing international fair trade certified coffee, you can participate in supporting producers in developing countries.
Note 2: Organic coffee is grown without relying on chemically synthesized pesticides or fertilizers, and makes full use of the power of nature. By choosing JAS-certified organic coffee, you can participate in the promotion of environmentally friendly organic farming.

SAS will reopen the direct route between Japan and Scandinavia starting in July. The first departure from Copenhagen will take off on Saturday, July 10, with a return flight from Tokyo, Haneda Airport, on Monday, July 12.

 

The route will be operated twice a week, with departures on Wednesdays and Saturdays from Copenhagen to Haneda. Returning flights will operate on Mondays and Fridays, from Haneda to Copenhagen.

Hotline service for foreigners in Japan for virus inquiries
The phone number for the hotline is 03-6233-9266.

The Japan Medical Association announced that a medical support nonprofit organization has set up a multilingual hotline to help foreigners in Japan for inquiries regarding the new coronavirus. The AMDA Medical Information Center will operate the service in 8 languages between 10 a.m. to 5 p.m. from Friday to May 20. English will be accessible every day, Chinese on weekdays, while other languages including Korean, Spanish and Vietnamese will be available on designated days, the JMA said in a release. AMDA stands for the Association of Medical Doctors of Asia. The association will give financial assistance to the information center, which provides medical support for non-Japanese speakers, a JMA official said.

 

What does the government offer?
The government offers programs in six categories:

1. Business consultation (第１章 経営相談) 
2. Support for cash flow management activities (第2章 資金繰り支援)
3. Financial benefits (第3章給付金)
4. Support for capital investment and business development (第4章 設備投資・販路開拓支援)
5. Support for management related adjustments (第5章 経営環境の整備)
6. Taxes, social insurances and utility charges (第6章 税・社会保険・公共料金)

 

1. Business consultation
Possibility to get professional management consultation free of charge by local authorities (TBC).

 

2. Support for cash flow management activities

　　・Extended loan guarantees

The Japan Federation of Credit Guarantee Corporation will cover 100% of loans and thus make it easier for SMEs to apply for loans

　　・Loan programs with reduced interest rate

The Japan Financial Corporation, JFC, offers loan programs up to JPY 300 mn with a 0.9% rent reduction for SMEs whose sales have declined 5% or more due to the outbreak. No requirements of collateral, a maximum deferral period of 5 years, and exemption from guarantee fees by utilizing institutional loans from prefectures. In addition, existing debt with a credit guarantee can be refinanced into an interest-free loan using the institutional loan system supplied by prefecture or city (TBC).

　　・Interest replenishment

The government is offering interest replenishments to micro enterprises whose sales has fallen by more than 15% and SMEs whose income has fallen with more than 20%. Freelancers (self-employed individuals) are eligible for rent replenishment without requirements (TBC).

 

3. Financial benefits
The government will offer benefits of 2 million JPY to SMEs whose year-over-year sales has fallen by more than 50% compared to 12 months earlier and 1 million JPY to freelancers (TBC).

 

4. Support for capital investment and business development

　　・Subsidy programs

The government provides three subsidy programs:
(1) Business Sustainability subsidies (subsidies for business sustainability activities for small enterprises)
(2) IT/Digitalization subsidies (subsidies to increase productivity for SMEs by installing new system)
(3) Manufacturing subsidies (subsidies to improve production systems and product)

       ・Procurement and supply chain support

The government will offer procurement support for companies who heavily depend on procurement from one country and have thus been affected by supply chain disruptions due to the covid-19 outbreak. In addition, special measures will be taken to secure the procurement of products, components and materials that can be considered as important to maintain the health of the Japanese people. This will be done by increasing capital investment support for domestic production (TBC).

 

5. Support for management related issues

　　・Wage/income compensation

Companies can receive JPY 8,330/day per employee to cover for wage payment if the employee is forced to stop work due to the school closure. Freelancers and self-employed caregivers can receive a daily income compensation of JPY 4,100/day.

　　・Employment Adjustment Subsidy

Subsidy for companies that have been forced to downscale business and struggle to keep employees., by increased support to help companies pay leave allowances. With the subsidy, the government will cover 80% of the costs associated with an employee’s leave for SMEs and 66% for large corporations. The subsidy will be retroactive to January 2020 and covers up to JPY 8,300/day per employee for a maximum of 100 days.

　　・Easing of import and export procedures

Extended validity for import and export certificates and licenses

　　・Extension of the valid period of the Certificate of Eligibility for Residence Status

In the case of being unable to enter Japan, the valid period will be extended to 6 months although it is normally for 3 months. According to this change, the Certificate of Eligibility for Residence Status can be used for applications of visa or landing for 6 months from the date stated on the certificate. *If you use the certificate after 3 months passed, it is necessary for a company/organization to submit a document stating the condition that they can do their activities as they planned.

       ・Business reconstruction and resilience support for SMEs

The government will offer subsidies to support business transfer agreements (M&A included), business consolidation and maintain local supply chains, by i.e. covering costs for reorganizing businesses and transfer resources. In addition, the government will offer professional business continuation consultation free of charge for SMEs who wants to develop and/or enhance their business continuity plans and increase preparedness for natural disasters (including viruses). Resources will also be allocated to develop new BCP guidelines. The government will also establish a nationwide fund for public-private partnerships to prevent regional SMEs from going out of business (TBC).

       ・Telework support

Support for facilitating telework for SMEs: professional consultation, courses on how to best implement telework and special subsidies for equipment purchases (as a part of the IT/digitalization subsidy program as described above).

 

6. Taxes, social insurances and utility charges

       ・Preferential measures for deferment of tax payment

All business operators whose sales declined 20% or more compared to the same month last year since February shall be approved for deferment of tax payment without any security nor delinquent tax.        ・Extension of due date for tax returns and payments (consumption tax for sole proprietorship and gift tax)

The due date for tax returns was extended to 16 April earlier in March and tax offices will accept tax returns even after the date.

　　・Defer payment of national taxes

In case a taxpayer meets certain conditions, deferment of national taxes may be approved. At first, it is necessary to call the local tax office. If it is approved, the payment will be basically deferred for 1 year, and all or a part of delinquent tax during the time will be exempted. In addition, the attachment of property or conversion into cash can be deferred as well.

　　・Defer payment of local taxes

In case a taxpayer meets certain conditions, deferment of local taxes may be approved. At first, it is necessary to call the local government office.

　　・Retroactive tax refund system

In case a SME with a capital of 100 million yen or less is in the red for this fiscal year while the comapy was in the black for the last fiscal year, the company can receive a part of the corporate tax paid in the last fiscal year. 　　・Fixed asset tax reduction

Fixed asset tax and city planning tax for fiscal 2021 for facilities or buildings SME operators own will be reduced to zero or 1/2 depending on the decline in sales. For details, please contact the Agency for Small and Medium sized Enterprises (中小企業庁 経営支援部 技術・経営革新課): 03-3501-1816.

　　・Defer payment of employee pension premiums

In case a taxpayer meets certain conditions, deferment of employee pension premiums may be approved. It is necessary to apply to the local pension office.

　　・Regarding national health insurance, medical insurance system for the elderly aged 75 or over, and premium for nursing-care insurance

In case a taxpayer meets certain conditions, deferment of above payment may be approved. It is necessary to consult with the local municipal office or national health insurance agency.

　　・Defer payment of electricity and gas

In case a taxpayer meets certain conditions, deferment of electricity and gas payment may be approved. It is necessary to contact the electricity/gas operator you are contracting with.

Who’s eligible to apply?

The support programs apply to all companies registered in Japan, i.e. it does not make any difference if the company is owned by a foreign (Swedish) company.

In general, the loan programs apply to SMEs who have experienced a monthly sales decline of more than 5% compared to the previous year or two years ago.

The employment related support programs apply to SMEs and large corporations on the criteria that the targeted employees are covered by the Japanese employment insurance.

政府の支援策について
日本政府は3つのカテゴリーで支援策を展開しています。

1. 経営相談
2. 資金繰り支援
3. 給付金
4. 設備投資・販路開拓支援
5. 経営環境の整備
6. 税・社会保険・公共料金

 

1.  経営相談

専門家が何度でも無料で様々な経営相談に対応します。相談の内容に応じては、無料で専門家派遣を受けることができます。

 

2．資金繰り支援

　　・危機関連保証枠

全国信用保証協会連合会が借入債務の100％を保証することで、中小企業や個人事業主の方がより融資を受けやすくなります。

　　・無利子・無担保融資

日本政策金融公庫が中小企業を対象に、信用力や担保に関わらず、融資後三年間までの金利を0.9％に引き下げます。融資額の上限は3億円、新型コロナウイルスの流行を受けて売上高が5％以上減少している企業が対象です。無担保で融資を受けることができ、措置期間は5年間です。都道府県等による制度融資を活用して、民間金融機関にも実質無利子・無担保・据置最大５年・保証料減免の融資を拡大します。信用保証付き既往債務も対象要件を満たせば、制度融資を活用した実質無利子融資への借換が可能になります。

　　・利子補給制度

小規模事業者のうち、売上高が15％以上減少したところや、売り上げが20％以上減少した中小企業に対して政府が利子補給を行います。個人事業主の場合は要件なしに利子補給を受けることができます。

 

3．給付金

新型コロナウイルス流行の影響により売り上げが前年同月比で50％以上減少した中小企業や個人事業主に対して、政府が中小企業へ200万円、個人事業主へ100万円の給付金をそれぞれ支給します。

 

4.    設備投資・販路開拓支援

　　・助成金制度

3種類の助成金制度があります。
(1) 持続化補助（小規模事業者の販路開拓のための取り組みを支援します）
(2) IT導入補助（事業継続性確保の観点から、小規模事業者のITツール導入による業務効率化等を支援します）
(3) ものづくり・商業・サービス補助（新製品・サービス開発や生産プロセス改善等のための設備投資等を支援します）

　　・サプライチェーン対策のための国内投資促進事業

新型コロナウイルス感染拡大に伴い、特定国に依存する製品・部素材、または国民が健康な生活を営む上で重要な製品等について、国内へ生産拠点等を整備しようとする際の設備導入等を支援します。補助対象経費は建物や設備の導入費で、企業の規模に応じて補助率が異なります。

 

5.    経営環境の整備

　　・小学校等の臨時休校に伴う保護者の休暇取得支援

学校の臨時休校等でその学校等に通う生徒の保護者である従業員が休職を余儀なくされた場合、企業は1日当たり最高で8,330円を受け取ることができます。フリーランサーや個人事業主の場合は1日当たり最高で4,100円を受け取ることができます。

　　・雇用調整補助金

経済上の理由で事業主が事業活動の縮小を余儀なくされることにより、労働者の雇用維持を図った場合（一時的な休業や出向等）、休業手当や賃金の一部を保証する助成金制度があります。助成率は、雇用調整を行った企業のうち中小企業は80％、大企業は66％の割合となります。また、この助成金は2020年1月までさかのぼって申請することができ、従業員一人当たりに対して1日当たり8,300円(最大100日間)が補助されます。

　　・輸出入手続きの緩和

新型コロナウイルスの流行に伴い輸出入の遅延が見込まれることから、輸入承認証や輸出承認証の有効期限を延長することが可能です。

　　・「在留資格認定証明書」の有効期間延長

日本に入国することができない場合、「在留資格認定証明書」の有効期間 について、通常は「3か月間」有効であるところ、当面の間、「6か月間」有効 なものとしています。この変更により、在留資格認定証明書に記載の日から 6か月が過ぎるまで、ビザや上陸の申請に使うことができるようになります。 ※在留資格認定証明書は、外国人が日本で行おうとする活動（就労など）について、地方出入国在留管理局が 事前に審査し、条件に適合すると認められる場合に交付されるものです。証明書の提示により、ビザの審査は迅速 に行われます。
※3か月以上過ぎてから在留資格認定証明書を使う場合は、企業などが、「予定通りの活動ができること」を記載した 書類を出す必要があります。

　　・中小企業に対する経営資源引継ぎ・事業再編支援事業

中小企業の貴重な経営資源や、雇用・技術を次世代へ引き継ぎ、地域のサプライチェーンを維持するため、新型コロナウイルスの影響を受けている後継者不在事業者の経営資源引継ぎや事業再編（M&A含む）を後押しします｡

　　・感染症対策を含む中小企業強靱化対策事業

感染症対策を含んだBCP策定ガイドライン等を公表します。また、中小・小規模事業者に対して、感染症対策を始めとする自然災害等への事前対策に係る「事業継続力強化計画」を含むBCPの策定を支援します。この強化計画が経済産業大臣に認定された中小・小規模事業者に対して税制優遇や金融支援などの支援策が講じられます。

　　・テレワーク導入支援策

テレワークを推進している中小企業に支援を行います。
（1）テレワークに関する知識やノウハウを持つ専門家が無料でアドバイスを行います。
（2）新型コロナウイルス感染症対策として新たにテレワークを導入した中小企業事業主を支援するため、いかに効率的にテレワークを行うかをテーマにしたコースを開催します。
（3）上記のIT導入補助を利用して、テレワークに使える業務効率化ツール等の導入に対して補助金を受けることができます。

 

6．税・社会保険・公共料金

　　・納税猶予の特例

2月以降、売上が前年同月比20％以上減少したすべての事業者について、無担保かつ延滞税なしで納税を猶予します。法人税や消費税、固定資産税など、基本的にすべての税が対象となります。詳細につきましてはこちらをご覧ください。https://www.mof.go.jp/tax_policy/brochure1.pdf

　　・税務申告・納付期限の延長（申告所得税や個人事業者の消費税、贈与税）

確定申告の申告期限が3月から4月16日まで延長となりました。ただ昨今の感染流行で外出を控えているなど、期限内の申告が困難な方には4月17日以降であっても柔軟に確定申告書を受け付けます。

　　・国税納付の猶予制度

新型コロナウイルスの影響により国税を一時に納付することが困難な場合には、税務署に申請することにより換価の猶予が認められることがあります。まずはお電話で所轄の税務署にご相談ください。税務署において所定の審査を早期に行います。猶予が認められた場合、原則1年間の猶予が認められます。猶予期間中の延滞税の全部又は一部が免除され、財産の差押えや換価（売却）が猶予されます。

　　・地方税の猶予制度

新型コロナウイルスの影響により地方税の納付が一時的に困難な場合、地方税納付の猶予が認められることがあります。まずはお電話でお住まいの都道府県・市区町村にお問い合わせください。

　　・欠損金の繰戻し還付

資本金１億円以下の中小企業は、前年度黒字で今年度赤字の場合、前年度に納付した法人税の一部還付を受けることができます。今般、本制度の適用対象を、資本金10億円以下の中堅企業にも拡大します。詳細はこちらをご覧ください。https://www.mof.go.jp/tax_policy/brochure3.pdf

　　・固定資産税等の軽減

中小企業・小規模事業者の税負担を軽減するため、事業者の保有する設備や建物等の2021年度の固定資産税及び都市計画税が、売上の減少幅に応じ、ゼロまたは半分となります。
詳細は中小企業庁 経営支援部 技術・経営革新課（03-3501-1816）までご連絡ください。

　　・厚生年金保険料等の猶予制度

厚生年金保険料等を一時に納付することにより、事業の継続等を困難にするおそれがあるなどの一定の要件に該当するときは、保険料の納付に猶予が認められることがあります。
納付すべき保険料等の納期限から6ヶ月以内に管轄の年金事務所へ申請が必要です。

　　・国民健康保険、後期高齢者医療制度及び介護保険の保険料（税）等の取扱いについて

新型コロナウイルス感染症の発生に伴う影響を考慮し、国民健康保険、後期高齢者医療制度及び介護保険の保険料（税）の徴収猶予等が認められる場合があります。まずはお住まいの市区町村又は国民健康保険組合にお問い合わせください。

　　・電気・ガス料金の支払猶予等について

個人又は企業にかかわらず、新型コロナウイルス感染症拡大の影響により、電気・ガス料金の支払いに困難な事情がある方に対しては、その置かれた状況に配慮し、料金の未払いによる供給停止の猶予など、電気・ガス料金の支払いの猶予が受けられることがあります。詳細はご契約されている電気・ガス事業者にお問い合わせください。

応募するにはどのような条件がありますか？

日本に登記されているすべての企業が対象です。海外所有の場合であっても日本に登記の情報があれば対象になります。

一般的に貸付制度については最近一か月の売上高が前年または前々年の同期に比べて5％以上減少した中小企業が対象です。

雇用関係の支援制度は、中小企業及び大企業の労働者で、かつ日本の雇用保険被保険者が対象です。

Sweden as a food nation has worked several decades to establish and maintain a reliable reputation for our safe and exceedingly tasty food products. We have strict and high standards, not only regarding food production in general, but also for animal welfare and use of antibiotics. Furthermore, Swedish companies and authorities have ambitious environmental and climate related goals regarding food waste and energy use. Still, there is lots of room for improvement regarding sustainable food production, innovative products and packaging, being responsible consumers and reducing food waste.

 

In Sweden, approximately 400,000 tonnes of food is disposed of every year, which means that one third of all food produced ends up in the garbage. Although it would still be fine to eat. How can we get these numbers down and get more involved in our climate? The food waste is a problem, but at the same time an opportunity as it means a potential resource that can be started to be taken care of. Paul Svensson has been working on these issues for a long time and, among other things, ran the pop-up restaurant Retaste where everything in the menu is cooked on ingredients that would otherwise end up in the soup bag.

 

Beyond organic is about the whole life-cycle related to food and sustainability. At the Beyond Organic seminar, Paul talked about his commitment to the sustainable meal and shares his best tips on how we can minimize food waste and have a sustainable food industry with superior taste.  The seminar ended with a tasting session with Paul’s “zero waste snacks”.

On February 20, IKEA Japan opened its first corporate business planning studio "IKEA for Business" in Shibuya.

At the store opening ceremony, Helene von Reis (CEO & Chief Sustainability Officer), Ambassador Pereric Högberg, and Taketsugu Kikuchi (Store Manager of IKEA for Business) attended the ribbon cutting ceremony to cerebrate this achievement.

At this store, IKEA will provide office interior planning service to IKEA Business members. They also offer meeting places where people can attend events or workshops related to sustainability.

Corporate Member H&M Japan K.K. opened its 100th store in Sendai on November 21.

To celebrate this anniversary, Swedish celebrity LiLiCo took part in the celebration welcoming customers to the new store. H&M opened up it's first Japan store in 2008 with great anticipation from over 5 000 customers waiting in line.
